AN EXTRAORDINARY MEETING OF THE HOGSTHORPE PARISH COUNCIL HAS BEEN CALLED BY THE CHAIR, LES WILDMAN

THIS WILL TAKE PLACE ON 19TH JANUARY 2023 AT THE HOGSTHORPE VILLAGE HALL, THAMES STREET AT 6.00PM

Prior to the meeting there will be a Public Forum commencing at 6.00pm.  Members of the public and press are welcome.  During the first 15 minutes, members of the public may ask questions or make short statements to the Council.  The Council meeting will commence at 6.15pm or at the closure of the Public Forum, whichever is sooner.

This notice summons all members of the Council to attend or submit their apologies to the Clerk at the earliest opportunity.

FINANCES

The Chair, Les Wildman is now a Signatory for the Barclays Bank Account for Hogsthorpe Parish Council.

HOGSTHORPE MEMORIAL AND RECREATIONAL PLAYING FIELD

A further application has been submitted to Lloyds Bank for the bank account relating to the Playing Field.  This should now be expedited.  The Signatories for this Account will be The Chair, Les Wildman, Councillor Ellen Smith and the Clerk & RFO Valerie Worley.  We should be hearing the outcome of this Account shortly.  I updated the Memorial and Recreational website with the names of the Trustees and the accounts for 2022.

THE PRECEPT

The deadline for the precept is 27 January 2023.  This must be resolved by the next meeting on Thursday, 19 January 2023.

FUNDING

After applying for a grant from District Councillor Graham Williams ELDC for a sound system to assist with meetings and other projects, the Hogsthorpe Parish Council have now received £700.00.

INTERNAL VERIFIER

On Thursday, 12 January I had a meeting with Carl Thomas an Internal Verifier from LALC for an Interim Audit.  He was pleased with the accounts’ progress.  He emphasised that the policies must take priority and be approved by Council and resolved to be adopted and placed on the Hogsthorpe Parish Council webpage as soon as possible.  There is also an additional policy, the risk management Policy Register, which I will email as an attachment to all Council members for them to read before the Meeting on Thursday, 19 January 2023.

I will give a copy of the Internal Verifier’s Report to all Council members at the meeting of 19 January 2023.

It was suggested by Carl Thomas that we should place £500.00 each year into a Barclays Bank Saving Account to build up funds.  It was also suggested to ask for more precept this year say 3% to 5% in line with inflation and the fact that last year funding had been secured and may not be this year.
