HOGSTHORPE PARISH COUNCIL

A MEETING of the PARISH COUNCIL will take place on THURSDAY, 1ST SEPTEMBER 2022 at THE HOGSTHORPE VILLAGE HALL at 6pm

Prior to the meeting there will be a Public Forum commencing at 6.00pm.  Members of the public and press are welcome.  During the first 15 minutes, members of the public may ask questions or make short statements to the Council.

The Council meeting will commence at 6.15pm or at the closure of the Public Forum, whichever is sooner.

This Notice summons all members of the Council to attend or submit their apologies to the Clerk at the earliest opportunity.

  2.   Apologies for absence and acceptance of reasons given.
  3.   Notes of last Parish Meetings of 9 June 2022 and 7 July 2022 to be approved as minutes.

  6.   Financial Matters.  It was resolved to pay cheques in August.  Cheques for September to be signed.

  8.   Placement of allocated equipment by Lincs Coast Environment Enhancement Project – 3 UPVC benches and 1 bin.
  9.   Cemetery mapping.  A new system designing the cemetery with clear record of plots. Fixed Asset Register.
  10.   Speed Sign – To resolve to purchase a new speed sign and 30 mile an hour signs for the village.
  11.   Meadow View Drive – unadopted road and Jubilee Road.

CLERK’S REPORT

HERITAGE GARDEN

Ellen and I cleared the weeds and cut the shrubs in the Heritage Garden.  We gave the area a tidy up so that the brick pier would be able to be constructed after 22 August 2022.

I would ask if it can be resolved by the Council to purchase slate to place around the plants in order to stop the growth of weeds.  The cost is £9.20 per bag.  We would need 4 bags, which would amount to £36.80. The weed liner cost £17.00.  Also wood stain for the two wooden benches.

SPEED CAMERA

As you are all aware the pole holding the speed camera was hit by a vehicle.  After the speed camera was rescued by Chris Rolf, we charged it overnight, but unfortunately it is broken and wouldn’t charge.  There is a rattling noise coming from inside it.  I have researched speed cameras and speed signs and I would like it resolved by the council to purchase these as the speed signs around the village are not very clear as they have faded.  I have contacted the police regarding the driver’s insurance so that we can replace the speed sign that is broken. I have contacted Hogsthorpe Parish Council’s Insurance company and made a claim against the driver’s insurance.  Fortunately, I took photographs of the debris at the site and obtained the license registration of the vehicle.

CHURCHYARD/CEMETERY

Matthew West has achieved a great job clearing the cemetery and uncovered at least 8 graves.  He has cleared the fences and the area where the benches are, he has trimmed the hedges so that the public can sit without trees and shrubs in the way. Brian cleared the vines from the churchyard wall.

ELECTIONS

I have contacted ELDC regarding the cost of the elections. This will be £48.50.

FINANCES

I have completed bank reconciliations for the Months of July and August.  Hogsthorpe Parish Council are still maintaining the Playing Field/Playpark as there has been difficulty opening a bank account.  There is an updated cheque for £1,637.81 from HSBC Bank to be placed into the new account.

VILLAGE SIGN

As you are all aware the wooden post and the brick pier for the Village Sign is now in place.  We are just awaiting the galvanised aluminium top to complete the whole sign.  I have received the funding from the S106 monies.

PLAYPARK

The repairs to the playpark will be finished soon.  I have received funding from the S106 monies for 3 pieces of adult gym equipment which includes disability. Also paint for the playpark.
