HOGSTHORPE PARISH COUNCIL
A MEETING of the PARISH COUNCIL will take place on THURSDAY, 2nd FEBRUARY 2023 at the HOGSTHORPE VILLAGE HALL at 6.00pm
Prior to the meeting there will be a Public Forum commencing at 6.00pm. Members of the public and press are welcome. During the first 15 minutes, members of the public may ask questions or make short statements to the Council.
The Council meeting will commence at 6.15pm or at the closure of the Public Forum, whichever is sooner.
This notice summons all members of the Council to attend or submit their apologies to the Clerk at the earliest opportunity.

A G E N D A
- Chair’s Welcome.
- To resolve on whether the Council will move into closed session to consider the Council's response to the suggested discrepancies in accounts for year ending 2022 and 2023 in accordance with the Public Bodies (Admission to Meetings) Act 1960. Should this resolution be passed the public and press will be required to leave the meeting at this stage.
- Co-option of New Councillor.
- Apologies for absence and acceptance of reasons given.
- To receive any declaration of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation.
- Notes of the last Parish Meeting of 19th January 2023 to be approved as minutes.
- To receive reports from outside bodies and other meetings.
- Financial Matters. Cheques to be signed and approved.
- Clerk’s Report.
- Policies: 1) Financial Regulations Policy and 2) Standing Orders to be resolved and adopted by the Council.
- Date of next meeting to be agreed – Thursday, 2nd March 2023.
CLERK’S REPORT FOR MEETING OF 2ND FEBRUARY 2023
FINANCES
I will give Members of the Council the bank reconciliation for the month of January. As a suggestion I will produce a Timesheet for my hours worked and any extra hours. I also suggest that 2 councillors who are signatories always sign the cheques and also sign the invoices, receipts, cheque stubbs etc. so there are no discrepancies.
POLICIES
I have been amending policies as advised by the Chair and completing the amendments and placing the policies on the website as this was the only recommendation by the Internal Verifier.
PLANNING
I sorted through the objections to Mill Farm House. I typed a list of objections and some were points that I had previously raised with an application for 104No. caravans at Mill Farm House. Councillor Mary Banks had contributed to the objections and Councillor Ellen Smith. I placed the policies that I had completed on the Hogsthorpe Parish Council webpage.
MINUTES
I produced the minutes for the meeting of the 19 January 2023 and organised the Agenda for the meeting of 2nd February 2023. There were only two weeks from the previous meeting.
MEETING
I will be attending a meeting at ELDC at Horncastle regarding funding. I shall provide the Members of Council with information in order that they can decide on a project that will benefit the community.
