HOGSTHORPE PARISH COUNCIL
A MEETING of the PARISH COUNCIL will take place on THURSDAY, 6th OCTOBER 2022 at THE HOGSTHORPE VILLAGE HALL at 6.00pm
Prior to the meeting there will be a Public Forum commencing at 6.00pm. Members of the public and press are welcome. During the first 15 minutes, members of the public may ask questions or make short statements to the Council.
Talk by Malcolm Tait, Vice Chair of Addlethorpe Parish Council. Neighbourhood Plan.
The Council meeting will commence at 6.15pm or at the closure of the Public Forum, whichever is sooner. Chair will speak to the public.
This notice summons all members of the Council to attend or submit their apologies to the Clerk at the earliest opportunity.

SPEED SIGNS
I have ordered 10 x 30 miles per hour speed signs to place throughout the village.
UPDATE ON DAMAGED SPEED SIGN
After sending more photos of the damaged speed sign. I am now awaiting the outcome of the claim from our insurance company.
SPEEDING CARS THROUGH VILLAGE
I liaised with Sgt. Kelly of Lincolnshire Police and she informed me that neither the Police nor the PSCOs attend Parish Council meetings due to lack of manpower and it’s not something they do unless there is something serious to address. She would also like all communication to be from the Clerk.
ALLOCATION OF EQUIPMENT
Three benches and one bin which have been allocated to Hogsthorpe Parish Council. There will be Council resolution as to where these will be placed.
FINANCES
I completed the September reconciliation, and this will be given to members of the Council at the meeting of 6 October 2022. The budget will be completed when I have collated all finances.
THAMES MEADOW DRIVE
I emailed and telephoned Edward Manning, Assistant Development Management Officer at Lincolnshire County Council. I sent photos of Thames Meadow Drive which he passed on to his superiors. I received a response from Liz Burnley, County Manager for Development. She is hoping for a conclusion to this ongoing problem. (Chair will read email at meeting for Agenda item 13)
DOG FOULING SIGNS
I have ordered 10 x A5 dog fouling signs to place throughout the village.
HERITAGE GARDEN
I have cleared the bags full of weeds etc. I will clean and varnish the benches. I liaised with the church and it was suggested by them in keeping with the Heritage Notice Boards. I also stated this in an earlier Clerk’s Report. The benches will be tidy for the Bishop of Lincolnshire’s visit to Hogsthorpe on 11 October 2022.
VILLAGE SIGN
I am obtaining more quotes for the top of the sign.
TRAINING
I attended a Chair/Clerk training course with Les Wildman at Washingborough on Wednesday, 28 September 2022 at 10.00am to 4.00pm.
POLICIES
I have been updating the Hogsthorpe Parish Council’s policies. This will be an Agenda item for the next meeting in November.
ALLOCATED EQUIPMENT
Delivery for the allocated equipment from the Environmental Agency of Lincolnshire - 3 benches and 1 bin, will be in 6 weeks’ time.
COMPLAINTS FROM A MEMBER OF THE PUBLIC
I contacted ELDC regarding a resident’s complaint: the road sweeper not sweeping all the way to the end of Mill Close and whose responsibility it is regarding cutting verges outside the houses of residents. I contacted fixmystreet for the road condition in Mill Close. I am awaiting a reply from ELDC.
