HOGSTHORPE PARISH COUNCIL

A MEETING of the PARISH COUNCIL will take place on Thursday, 1st DECEMBER 2022 at THE HOGSTHORPE VILLAGE HALL at 6.00pm

Prior to the meeting there will be a Public Forum commencing at 6.00pm.  Members of the public and press are welcome.  During the first 15 minutes, members of the public may ask questions or make short statements to the Council.

The Council meeting will commence at 6.15pm or at the closure of the Public Forum, whichever is sooner.

This notice summons all members of the Council to attend or submit their apologies to the Clerk at the earliest opportunity.

  1.    Chair’s welcome
  2.    Apologies for absence and acceptance of reasons given.
  3.    Notes of the last Parish Meeting of 3rd November 2022 to be approved as minutes.
  4.    To receive any declaration of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation.
  5.    To receive reports from outside bodies and other meetings.
  6.    Financial Matters.  Cheques to be signed.  Budget to be discussed and approved.    Precept for 2023 to be agreed.
  7.    Policies.

The following policies to be given to the members of the Council at the meeting for their approval at the next meeting on 2nd February 2023 before placing on the Hogsthorpe Parish Council webpage:  1) Abusive, persistent, or vexatious complaints policy.  2) Freedom of Information.  3) Email protocol.  4) Social Media Policy.  5) Dignity at Work Policy.  6) Data Protection Policy.

The following policies that were given to the members of the Council at the meeting on 3rd November 2022 to be resolved and be placed on the Hogsthorpe Parish Council webpage:  1) Code of Conduct.  2) Complaints Procedure.  3) Environment Policy.  4) Equal Opportunities Policy.  5. Financial Regulations Policy.  6) Health & Safety Regulations.  7) Standing Orders.  8) Publication Scheme.

  2.    To resolve to purchase a sound system for the Hogsthorpe Parish Council meetings.

CLERK’S REPORT DATED 22 NOVEMBER FOR MEETING OF 1ST DECEMBER 2022 AGENDA ITEM NO. 8

SPEED DEVICE

 I ordered 2 Envolis speed devices as resolved in the minutes of 3rd November 2022.  I received a discount. The speed devices were delivered on Friday, 18th November 2022.  The Chair, Les Wildman and Councillor Chris Rolf will assemble these.

BUDGET

I have been working on the budget for the 2023 precept figure.  I will give these figures to the Council at the meeting on 1st December 2022 so they can resolve the precept required before the next meeting on 2nd February 2023.  I have completed the monthly bank reconciliation for December 2022.  I have also produced a total expenditure from April to December 2022.

SOUND SYSTEM

I have applied for a grant for up to £700.00 from District Councillor Graham Williams as suggested by him at the meeting of 3rd November 2022 to purchase a sound system for the Parish Council meetings.

REMEMBRANCE DAY

Councillor Paul Smith and I placed a wreath at the memorial at St Mary’s Church on behalf of Hogsthorpe Parish Council.

POLICIES

I researched policies from the NALC and LALC site so that these can be given to the Members of the Council so that these can be resolved to be placed on the Hogsthorpe Parish Council webpage.  I printed a set of policies for each member of Council.

RESIGNATION

I informed ELDC of Councillor Amanda Green’s resignation and a Councillor vacancy.  A new Councillor cannot be elected until the AGM in May 2023. 

BANK ACCOUNT FOR PLAYPARK

I telephoned Lloyds Bank to set up the bank account for the Playpark/Playing Field.  They will be sending me the mandate forms and application and have reassured me that due to their previous mistake they will expedite the account as soon as they have received the completed application. The Chair, Les Wildman, Councillor Ellen Smith, and I will be signatories on the account.  Unfortunately they cannot re-issue the cheque that was made out to Councillor Amanda Green.
