HOGSTHORPE PARISH COUNCIL
MINUTES OF THE MEETING HELD ON 3RD NOVEMBER 2022 AT THE VILLAGE, HOGSTHORPE AT 6PM

PUBLIC FORUM
A member of the public stated that she would be organising the base of the Christmas tree for the churchyard. The Chairman suggested 12 December 2022. The Clerk will organise purchasing of the Christmas tree. District Councillor Graham Williams spoke about the effects of inflation on fuel, staff etc. Budgets will be ok without cutting any services. It is not the cost of the materials such as asphalt but acquiring it. He attended a meeting held at Anderby for The Outer Dowsing Windfarm. He asked if anyone had any questions. A member of the public asked how the windfarms would affect Hogsthorpe. District Councillor Williams explained that all the cables are underground. The field behind Spring House. It doesn’t disturb any roads. They have alternative routes. They don’t disturb anything. A member of the Council asked if the company was a U.K. Company. The District Councillor replied that it is a French company half owned by the U.K.

The Chair welcome everyone to the meeting and thanked them for attending.

Councillor Amanda Green has resigned.
- Notes of the last Parish Meeting of 6th October 2022 to be approved as a true record of the minutes.
The minutes were signed by the Chair as a true record of the minutes of 6th October 2022.
- To receive any declaration of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation.
None received.
- To receive reports from outside bodies and other meetings.
The Village Hall meeting was cancelled last week as Pauline was ill.everything is being dealt with by email.Charity Farm – next meeting will be the beginning of December.All okay. Allotments – the poultry are being kept in.Everything is okay.The Playpark will now be an item on the agenda in future.The trustees will be informed each month about the playpark.Ellen Smith will be the Councillor in charge of the members of the committee of the playpark. Councillor Ellen Smith has selected members of the playpark committee.
- Cheques to be approved and signed.
The following cheques were approved and signed:
- Clerk’s Homeworking Allowance £26.00
- Village Hall Hire £15.00
- Postage £9.95
- LALC – Internal Verifier £201.00
- Clerk’s Salary £665.70
- HMRC Tax £81.80
- Stationery – batteries and keys £39.36
- Robert Aldrich groundworks £755.00
- Cheque issued to Councillor Amanda Green from the Lloyds Bank for £100.00 to be re-issued to Hogsthorpe Parish Council.
It was unanimously resolved to take the cheque back to Lloyds Bank and have it re-issued.
- To discuss and resolve purchase of pa system for Parish Council meetings.
It was suggested that the Clerk contact the Village Hall and enquire if the Parish Council can hire the previous room as the audio could be better in the this room and a PA system may not be necessary.The Chair thought that the price of the PA system was too cheap and questioned whether it would be effective.This would be an Agenda item for future meetings.District Councillor Graham Williams suggested to the Clerk that she apply for a community grant for £600.00 to purchase a new PA system.The grant application is to be submitted no later than February 2023.
- Clerk’s Report
The Chair read out the Clerk’s Report and asked the Council if they had any queries.
Councillor Ellen Smith requested one of the new benches to go outside the changing rooms.She explained that the two new picnic benches will be placed near it.She will give a plan to the Chair.
- To discuss and resolve Christmas party and purchase of Christmas tree for churchyard.
It was resolved that two members of the public along with Councillor Ellen Smith will organise the Christmas Party.This will be held at the Village Hall on 10 December 2022 at 6.00pm to 10.00pm. Councillor Ellen Smith will organise volunteers to tidy up and put tables and chairs out. The Chair thanked them all for organising this.
- Policy update. All Council members to read policies given by the Clerk for approval at the next meeting on Thursday, 1st December 2022.
A folder of the following policies was given to the Councillors to read and approve so that they can be placed on the Hogsthorpe Parish Council webpage.
- Code of Conduct b) Complaints Procedure c) Environment Policy d) Equal Opportunities Policy e) Financial Regulations Policy f) Health and Safety Regulations g) Standing Orders h) Publication Scheme.
- Speed sign – update. Resolve to purchase new speed device.
It was resolved unanimously to purchase two ENVOLIS speed devices.
- Planning applications
There were no current planning applications.
- Date of next meeting to be agreed – Thursday, 1st December 2022 at 6pm.
This date was agreed unanimously.
