MINUTES OF THE HOGSTHORPE PARISH MEETING

HELD ON 7 JULY 2022 AT THE VILLAGE HALL

PRESENT:              Tim Smith (Acting Chairman)   -   Stephen Evans (District Councillor)

COUNCILLORS:    Amanda Green, Paul Smith, Mary Banks and Ellen Smith

PUBLIC:                 14 members of the public

ABSENT:                Graham Williams (District Councillor)

Public Forum

The Chairman announced that any items not on the Agenda could be carried forward to the next meeting.

A member of the public queried the dates on the Notice of Vacancy on the Notice Board.  The Clerk informed her that she would research this information.  She also queried the car boot signage.  The Chairman of the Playing Field replied that she had ordered banners with full information of the car boots, and these would be displayed at both ends of the village. A member of the public queried if the speed sign was operating in 2021 and 2022.  The Chairman replied that unfortunately it had not been operating at those times. A member of the public suggested the tidying of the cemetery due to overgrown trees and shrubs.  He also referred to a complaint that he wanted to resolve  but the previous Chairman who he had discussed this with had resigned.

    The Chairman welcomed everyone to the meeting.

    It was resolved for this to be a future Agenda item.

 

  1.     Apologies for absence and acceptance of reasons given

    Graham Williams (District Councillor) had a previous engagement.

 

  1.     Angela Stubbs resignation as Councillor.  Notification of vacancy on Notice Board.  John Midgley resignation as Chairman and Councillor.

    The Chairman thanked them for their contribution while being members of Council. We now have 3 vacancies for Councillors.

 

  1.     Notes of last Parish Meeting held on 9 June 2022 to be approved as minutes.

    These will be approved at the next meeting due to amendments.These have been approved by the Internal Verifier.

 

  1.     Reduction of Public Forum speaking time.

    It was resolved to reduce the public speaking time to 15 minutes in accordance with the Hogsthorpe Parish Council’s Standing Orders.

 

  1.     To receive any declaration of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation.

    None received.

 

  1.     To receive reports from outside bodies and other meetings.

    The Chairman of the Playing Field informed everyone that she had advertised the car boots on Facebook and on posters.She had informed GNS to advertise it. She had also ordered banners.

The Lloyds Bank account is progressing.HSBC will transfer the balance into it.The Village Hall had AGM which is fine.The finances are okay. There was no charity meeting.

Internal Audit completed – It was resolved that the Hogsthorpe Parish Council’s policies need updating.

  1.  Chairman and RFO to sign Section 1 – Annual Governance Statement 2021/22

This was duly signed by the Chairman and the Clerk & RFO

These cheques were duly signed.

       10.      Clerk’s Report – a) Village Sign b) Heritage Garden  c) churchyard/cemetery  e) AGAR – Internal Verifier.

                   Churchyard/cemetery

                   The Clerk read out the Clerk’s Report and asked the Chairman to direct the Council to vote on 4 quotes received for tidying shrubs and trees on the borders of the churchyard/cemetery.  It was resolved unanimously that Matthew West complete the work for £450.00.  Ellen Smith declared an interest prior to the voting and discussing the quotes for the churchyard/cemetery tidying, as one of the quotes had been received from her Partner.The Chairman directed the Council to vote for the Clerk to purchase a fireproof container costing between £30.00 and £40.00 to store the burial ledgers and documents.  This was resolved unanimously.

  1.      Speed Sign

The Chairman stated that the wall of a house in the village had been damaged by a car and a vehicle had gone into the back of a campervan. He said that although we have the data it doesn’t give information of each vehicle just the speed that they are travelling. It would be good to note the vehicles speeding through the village on a regular basis.It was resolved to buy another speed machine and place it in another area. The Clerk will research this.  A member of the public stated that  there was no interaction with the local police. Data is paramount and we will have to try to resolve the speeding car situation. Every first Monday of the month at the North Sea Observatory Chapel Point there is a surgery with PCSOs present to answer queries. The Chairman outlined the need for volunteers to assist with the speed sign as it needs two people to lift it into place.A member of the public informed everyone that the speed sign is just a speed recorder.It records the time, speed, and date. It was suggested that we apply for funding from the District Councillor to go towards a new speed sign.

       12.      Planning Application – N/084/01108/22 – Sandy Lodge, Mill Lane, Hogsthorpe.

                   This was duly submitted as no objection by a majority vote.

       13.      Date of next meeting to be agreed

                   The meeting closed at 8.40pm.  The next meeting will be held on Thursday, 1st September 2022.  There is no meeting in August.
