MINUTES OF THE ANNUAL GENERAL MEETING OF HOGSTHORPE PARISH COUNCIL

HELD ON 12 MAY 2022 AT THE VILLAGE HALL

PRESENT:  John Midgley (Chairman)

Councillors:  Mary Banks, Amanda Green, Tim Smith, Angela Stubbs and Ellen Smith

There were about 25 members of the public

Apologies:  Paul Smith (Vice Chairman)

The Chairman welcomed everyone to the Annual General Meeting and announced that the meeting will be followed by the Community Meeting at 7.00pm. and this is where the general public may ask questions.  The Chairman explained that Paul Smith (Vice Chairman) would not be attending the meeting or be standing as Vice Chairman.

  1.  Election of Vice Chairman:  The Chairman advised if anyone would like to nominate a Vice Chairman in the absence of the Vice Chairman.  Councillor Tim Smith was nominated with full vote from the attending Councillors and was elected.  The Chairman then moved into Tim Smith’s seat and Tim asked for nominations for Chairman.
  2.  Election of Chairman:   John Midgley was nominated.  Full council voted and John was elected as Chairman.  The Chairman and Vice Chairman signed the Declaration of Acceptance of Office.
  3.  Apologies for absence:  Councillors:  Colin Davey, Graham Williams and Stephen Evans.  The EDLC had a meeting the same day.
  4.  Signing of Minutes of last meeting of 14 April 2022.  Full Council vote agreed.
  5.  Clerk’s Report of Outstanding Matters.  See attached Report.
  6.  Clerk’s Acceptance of Permanent Contract of Employment.  The Chairman stated how hard the Clerk had worked to improve the system for the Council and asked the Clerk if she would accept a permanent Contract of Employment.  The Clerk affirmed this.  The Chairman signed an Acceptance Letter and a renewed Contract of Employment.
  7. Finance:  Cheque:  Sid Dennis - £29.64, Mrs M. Clarke - £164.00, HMRC-£149.40 and £33.23, V.A. Worley - £598.10 salary, £26.00 homeworking, £32.48 stationery, £24.13 paint, Tesco - £127.95, Flowers - £22.50, GNS - £100.00.  The Chairman apologised for GNS not receiving this money sooner for their Christmas Party.
  8. Planning:  N/084/00880/22 and N/084/00438/19 Manor Farm, Skegness Road, Hogsthorpe, PE24 5NR – Objects:
  9. .  Strain on the water supply                                                                                                                                               
  10.   Put in place street lighting and everything else before work is started
  11.   Create more traffic

FULL VOTE FROM THE COUNCIL TO ACCEPT – This would be - with the proviso that the services are completed before the building work starts.

 

The Chairman added that he had received a letter from Mrs Pauline Kirkham requesting to elect a Councillor from the Hogsthorpe Parish Council to represent the Council at the Village Hall Meeting on 26 May 2022.Mary Banks was nominated and duly elected.

 

The meeting closed at 6.40pm

 

  1. Date of next meeting:  Thursday, 9 June 2022 at 7.00pm.  This meeting will be preceded by the Playing Field Meeting at 6.00pm                                                                                                                  

 

         CLERK’S REPORT 12 MAY 2022

  1.  Village Sign.  I informed RDR and Darran Emerson that they had been successful with their work to be carried out making the new Village Sign.  RDR will not be able to start the work for a few weeks as they have people off sick with COVID and have a backlog of work.  The bricklayer is unable to build the pier as this is built after RDR poduce the new post.  I shall be taking the top of the Village Sign to Ridgemount and other sign makers in order to get quotes so that it can be reproduced in cast aluminium. I will show the Council various designs before it is made. RDR informed me that they would fix this to the top of the post for us when it was completed.
  2. Funding.  S106.  I have applied for funding in order to pay for the new Village Sign.  I  will apply to the Jubilee fund for an adult gym for the Playpark as this will benefit the community and also for disability use.   I will give you an update at the next Parish Meeting.
  3. Finance.  I have been busy organising the filing system ready for the internal auditor and getting accounts ready and the AGAR.  This I will produce at the June-July meeting.  The Playing Field now has a bank account which is Lloyds Bank Skegness.  This was opened due to Amanda’s hard work as I had tried several banks without success
  4. Notice Board.  I cleaned and painted the Notice Board with the help from my husband.  It now looks neater and brighter for all to view.
  5. Web Site.  It is my aim in future to improve the Hogsthorpe Parish Council website and update pictures and events.
  6. Cemetery.  We have had complaints about overgrown trees and shrubs covering gravestones and causing damage to adjoining properties fences.  Tim and Amanda have volunteered to help with this task.  I would also ask anyone who can help as it will be a big task but this will keep the cost down.
