HOGSTHORPE PARISH COUNCIL

MINUTES OF THE MEETING HELD ON

1ST SEPTEMBER 2022

AT THE VILLAGE HALL HOGSTHORPE AT 6PM

Election of Chairman

The Clerk welcomed everyone to the meeting and asked the Council to elect a Chairman.

Les Wildman was duly elected as Chairman of the Hogsthorpe Parish Council. The Declaration of Acceptance to Office was signed.

PUBLIC FORUM

The Chairman thanked Tim Smith who had been the Acting Chairman for all the work he had done in the past. A member of the public enquired if there was going to be a Christmas tree in the churchyard this year.  The Chairman replied that it would be up to the community to decide.  Another member of the public gave a thank you for the graves being cleared in the cemetery and for the speed sign being put into place.  He went on to say one of the benches needed attention as the wood had depleted and could be a safety issue.  A suggestion was to put a bin at each aisle for litter.  The Chairman replied that he would put a wheelie bin in place to see if it was used.  A member of the public spoke about the fact that there had been four traffic accidents in Hogsthorpe recently and that we needed a by-pass and had enquired about this to the Clerk. The Chairman replied that one of the Councillors was in contact with Sgt Kelly regarding the speeding of cars through the village.  A member pf the public complained about dog fouling, overhanging trees and foliage on footpaths, potholes in the roads, cutting the grass verges and a road sweeper not sweeping his road.  A Councillor replied that she had passed this onto the Clerk to deal with and the Councillors had a copy of the email. The Chairman informed him that the Clerk would deal with this.  Another member of the public spoke about an application to place 65no. caravans at Mill House, Sea Lane, Hogsthorpe.  The Chairman informed her that the Parish Council would compile a letter to send to planning to represent the views of the village.  It would state that the Parish Council object as this planning application would be of no benefit to the residents.

1.          Chairman’s Welcome.

          The Chairman thanked the public for their input and stated that if there were any other enquiries that the public wanted to discuss to let him know for future meetings.

2.          Apologies for absence and acceptance given.

          Amanda Green was absent, and apologies were accepted.The Chairman extended his best wishes from the Parish Council.

3.          Notes of last Parish Meetings of 9 June 2022 and 7 July 2022 to be approved as minutes.

          These were unanimously approved by Council as correct and signed by the Chairman.

4.          To receive any declaration of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation.

          None received.

5.          To receive reports from outside bodies and other meetings.

          Village Hall – No meeting in August.Pauline continues to run the Village Hall and keeps us informed.No problems.

Charity Farm – Three monthly meetings.The next meeting should have been next week but now cancelled due to someone being ill. No problems.

District Councillor Graham Williams stated that the big organisations that fund fetes etc up and down the coast will not be funding at some point in the future.This was announced yesterday, 31 August 2022.Funds that they helped in the past would not now be funded.He also spoke about the Outer dowsing wind farm plans and referred to a very large 776-page document which will give more information.Cables are going to come ashore at some point. They will come in at probably Alford.The main sub station at Alford.The sub sub-station inland or out at sea or may go up as pylons.These may come ashore across Hogsthorpe and Alford.He stated that he has written at length to the people proposing it.What will be done about houses in the way?He will update this in the future.District Councillor Colin Davie commented that the lines will come in from Grimsby to Spalding and likely the sub-station will be at Alford.This will not benefit Lincolnshire.He has written to the regulator and they will need to make sure all options are explored.

  10. 7.       Clerk's Report       

          The Clerk read out her Report.The clearing of the churchyard/cemetery, the Heritage Garden, The Village Sign, and the broken speed sign etc. It was resolved to purchase speed signs to replace the faded speed signs.  The Chairman informed the Clerk that slate, pebbles or bark could not be used in the Heritage Garden due to Highway Regulations.  These would have to be sealed as the Heritage Garden is too close to the A52 road and  cannot have loose shingle.  Mathew West was thanked for the excellent work he carried out in the churchyard/cemetery.

8.          Placement of allocated of equipment by Lincs Coast Environment Enhancement Project – 3 UPVC benches and 1 bin.

          A member of the council had received suggestions from the Community site for placement of benches – (3)

  1.  Langham Lane near fishing lake.
  2. Grassland opposite Sloothby Lane and A52 junction.
  3. Junction of Goodwin Drive and Wilkinson Way,
  4. Near Stone Bridge

Placement of bin – (1)

  1. Near benches in Heritage Garden
  2. Near bench at Three ways
  3. Entrance to allotments
  4. High Street 

9.           Cemetery mapping.  A new system designing the cemetery with clear record of plots.  Fixed Asset Register.           

          The Clerk explained that she is awaiting quotes and information from cemetery mapping companies. A member of the Council suggested that the Clerk telephone one of the councils who had the cemetery

Mapping system in place to see if they are happy with it.This will be an Agenda item for the next meeting on Thursday, 6 October 2022.     

10.          Speed Sign – To resolve to purchase a new speed sign and 30 miles per hour signs for the village.

          The Clerk contacted the Police after the Speed Sign had been hit by a vehicle.She also informed Hogsthorpe Parish Council’s insurance company regarding the incident.It was resolved that a member of the

Council will research new Speed Signs to see which one would suit.It was also resolved to enquire if the broken speed sign can be fixed and the cost. It was resolved to buy 30 miles per hour signs as the

previous signs are now faded and to buy dog fouling signs.

11.         Thames Meadow Drive – unadopted road and Jubilee Road.

          Residents are trying to push this through. This has been unable to be resolved for over 65 years.It has never been adopted by ELDC.It would cost a quarter of a million to fix.The people who built the houses

are no longer operating.One of the Councillors had a meeting.She asked if anyone had any history or any information on Thames Meadow Drive. The Councillor asked the Clerk if there was any information or correspondence relating to Thames Meadow Drive.  The clerk replied that the only information she could find was in previous minutes where Thames Meadow Drive was discussed.  Councillor Ellen Smith was thanked for attending the meeting. Colin Davie stated that ELDC had liability for Thames Meadow Drive.

          Planning Applications

12.          N/084/01550/22 LAND WEST OF CONISTON SEA ROAD, CHAPEL ST LEONARDS – Erection of 2no. detached dwellings.

          Objection by council.The lack of a footpath and lighting.The use of farmland. This is not infill.

N/084/00625/22 MILL HOUSE, SEA LANE, HOGSTHORPE, PE24 5QG – Change of use of land to site 65no. static caravans, excavation of 4no. ponds and alterations to existing

vehicular access.

          Unanimous objection.A Councillor stated that that there are so many pitches that are empty. A letter will be written outlining the objections.

13.          Date of next meeting to be agreed.

          Thursday, 6 October 2022 starting at 6pm.

14.           Closed Session – Complaints

          These were resolved amicably.
