Hogsthorpe Parish Council Meeting

Minutes of meeting held at 18:00 on Wednesday 9 September 2026


 

Present: Cllrs D Hanson, B Hornby, M Poole, and R Christie-Smith.

Apologies: Cllrs E Smith and Cllr M West.

In attendance: Annie Maynard (Clerk/RFO), ELDC Cllr R Dawson, and one member of the public.

Absent: Cllrs J Goldsmith and A Redout.


 

Public Forum

A member of the public attended the meeting to inform the Clerk and Councillors that there were plans drawn up for the church to have an off-street parking space for wedding and funeral cars, and a full set of wooden gates had been made and were currently in storage for when ready to be installed. A telephone number was supplied for the Clerk to obtain further information when the council wished to go ahead with the installation. There may be grants available to help with the cost of this, and the Clerk will investigate.

A member of the public informed the council that Goodwins Charity have landlord and tenant liability to cover the allotments. Although they are fully subscribed, Goodwins may provide more allotments if there is a need to do so by using other land that they own. Goodwins provide bursaries to young people in further education; this can be applied for in December by the youngsters, stating what they need it for. The Clerk will get further details in order to inform the residents.

Roger Dawson (ELDC) informed that although the proposed online forum had suffered technical problems, it was hoped that this would soon be online. Lincs Digital can offer computer training for local residents if needed. Some funds are available for support, the request must come from the Parish Council via Cllr Dawson.

Cllr Dawson reported that Victoria Tavern is currently up for sale, and enquired if the community wanted to buy is as a community asset. Many members of the community attended the meeting regarding the planing application, and had said that they wanted to buy it. It is hoped that we can protect and keep it within the local community. If it is not bought by the community, it will be sold, and change of use planning permission could be sought and obtained. Cllr Dawson was keen for the interested residents to convene a meeting to discuss the matter.

Cllr Dawson reported that local government reorganisation is currently on hold. Local elections in May 2027 will go ahead on existing council boundaries.

There were no additional Declarations of Interest.


 

C26/072 To approve as a correct record the minutes of the Parish Council meeting held on 1 July 2026 and authorise the Chair to sign the official minutes

It was RESOLVED that the minutes of the Parish Council meeting held on 1 July 2026 be approved and signed.


 

C26/073 Chair’s Report

The Chair and the Clerk had held a village walkabout noting that the grass at Wilkinson Way had now been cut, and the area tidied. The Clerk will pursue the resident for payment. The Memorial Garden has trees overhanging and these will be cut and the cost met by the resident as agreed.

The Chair will arrange a meeting with Cllr D Brookes (ELDC) to visit the unadopted roads Thames Meadow Drive, and Jubilee Close, to ask that they be adopted, or at the least, resurfaced. Also to seek advice from Cllr Brookes regarding the speed limit signs near the school, requesting that they be lowered to 20mph and for Lincolnshire Highways to move the signage further down the road in order that drivers have ample time to slow down.


 

C26/074 Parish Councillors’ Reports and Matters Arising

It was noted that Cllr B Hornby is the Council’s representative on the Village Hall Committee, but that there have not been any meeting recently.

It had been reported on Facebook that a swing was broken on the play park. This has now been repaired.

It was also reported that there had been no support for the Play Park from local residents. Notices will be placed around the village asking for support .


 

C26/075 Playpark Committee

It was NOTED that Cllr E Smith had resigned as Chair of the Committee, but remained a member, and would continue to organise the Car Boot Sales.

It was NOTED that the bank have still not given access to their online system to the Proper Officer.

It was NOTED that we need to chase the school for a donation for using the Play Park in the summer.

C26/078 Planning:

The following planning applications were NOTED.

i) Planning Application 01266/26/RVC – Ivy Lodge, Bracken Lane, Hogsthorpe, Lincolnshire PE24 5PB - Section 73 application to vary condition no. 2 (approved plans) and no. 3 (number of caravans) previously imposed on 02383/25/FUL for the change of use of the land for the siting of 80no. caravans, erection of check-in office and storage building, excavation of 2no. fishing lakes and construction of associated access and landscaping.
