Hogsthorpe Parish Council Meeting
Minutes of meeting held at 18:30 on Wednesday 13th May 2026
Present: Cllrs E Smith, M Poole, M West and B Hornby.
Apologies: Cllrs D Hanson and A Redout
In attendance: Annie Maynard (Clerk/RFO), and one member of the public.
Absent : Cllr J Goldsmith
In the absence of the Chair of the Council, Cllr Hanson, and at her request, Cllr Poole took the Chair for this meeting.
Public Forum
A resident commented on the state of the grass at Wilkinson Way. The Clerk will follow up on this.
C26/023. Chair’s Welcome
The Acting Chair welcomed everybody to the meeting. He reported that Cllr Hanson was not very well, and wished her a speedy recovery.
C26/024. Apologies
Apologies were received and accepted from Cllrs D Hanson and A Redout.
C26/025. To receive Declarations of Interest under the Localism Act 2011
There were no additional Declarations of Interest.
C26/026. Approval of minutes of meeting 22 April 2026
It was RESOLVED that the minutes of 22 April 2026 be approved and signed.
C26/027. To approve the quotation from Insurance Company, Hiscox
It was RESOLVED that the quotation for Insurance be accepted and paid.
C26/028. Chair’s Report
The Acting Chair reported that the website has been updated, with links to LCC’s page where members of the public can apply for Concessionary Bus Passes; and links to pages showing when the next bus in each direction is due at Hogsthorpe Village Hall.
C26/029. Parish Councillors’ Reports and Matters Arising
Cllr Hornby reported that she had attended an interesting Community Liaison Meeting for Outer Dowsing Offshore Wind at the Village Hall on 29 April 2026, where amongst other items, it had been reported that during preliminary excavations, animal skulls had been found.
C26/030. Playpark Committee Meeting
Cllr E Smith reported that the car boot was going well. New signs are up at either end of the village and at Three Ways, but larger signs are needed. The trees on the Playing Field and by the security lights have been trimmed. The Committee are seeking quotes to replace the timber frame for the swings.
C26/031. Allotments
In the absence of any members of the Allotment Committee, this item was deferred until a future meeting of the Council.
C26/032. Planters and Sign for Library
Cllr E Smith requested that the other councillors contact her with their suggestions for the wording on the library signs.
The original planters that were ordered have been discontinued by the company, but they are going to provide suitable alternatives of the same size and quality.
C26/033. Newsletter/Events
The Clerk reported that information had been received advising that Quickline are installing new cables which should improve internet access and speed for Hogsthorpe residents.
She also reported that ELDC Dementia Action Week is running from 18-24 May 2026.

In the absence of Cllr A Redout, this item was deferred until a future meeting.
C26/036. Planning
The following planning application made to ELDC was NOTED.
i) Planning Application 00458/26/FUL - Arborlow Farm Helsey Hogsthorpe Lincolnshire PE24 5PE - Planning Permission - Siting of a static caravan to provide an ancillary office/store in connection with the existing fishing lake and holiday lodge business (works completed).
RESOLVED that no objections be raised.
