Hogsthorpe Parish Council Meeting
Minutes of meeting held at 18:00 on Wednesday 1 July 2026
Present: Cllrs D Hanson, B Hornby, M Poole, A Redout and R Christie-Smith.
Apologies: Cllrs E Smith and Cllr M West. ELDC Cllr R Dawson.
In attendance: Annie Maynard (Clerk/RFO), and six members of the public.
Absent: Cllr J Goldsmith
Public Forum
A resident asked if Charity Farm had any plans to sell any more land. One of the Councillors present is also a trustee of Charity Farm, and confirmed there were no plans to sell more land.
A concerned resident asked about the grass in the cemetery, as it was looking untidy and had not been cut twice this month as per the contract with the gardener; also there was no bin. The Clerk will investigate the grass cutting and request that this is completed as soon as possible. The new bin is due to arrive this week.

C26/056 Apologies
Apologies were received and accepted from Cllrs E Smith and M West.
C26/057 To receive Declarations of Interest under the Localism Act 2011
There were no additional Declarations of Interest.
C26/058 To hear representation from a candidate for Co-Option.
Mr Ron Christie-Smith gave a brief account of his work to date and reasons for wanting to join Hogsthorpe Parish Council and contribute to the village.
C26/059 To vote on a candidate for Co-Option.
It was unanimously voted that Mr Ron Christie-Smith join Hogsthorpe Parish Council, it was therefore RESOLVED that Mr Ron Christie-Smith become Councillor at Hogsthorpe Parish Council.
Cllr Ron Christie-Smith duly signed the Declaration of Acceptance of Office, before the Proper Officer of the Council, and was given a Declaration of Pecuniary Interest Form, to be returned to the Proper Officer as soon as possible.
C26/060 To approve as a correct record the minutes of the Parish Council meeting held on 3 June 2026 and authorise the Chair to sign the official minutes
It was RESOLVED that the minutes of the Annual Parish Council meeting held on 3 June 2026 be approved and signed.

It was RESOLVED that the minutes of the Extra Ordinary Parish Council meeting held on 17 June 2026 be approved and signed.
C26/062 Chair’s Report
The Chair had nothing to report.
C26/063 Parish Councillors’ Reports and Matters Arising
Charity Farm – Cllr Hornby reported that there was nothing to report as there had been no further meetings.
Wilkinson’s Way – The grass has been reported to be very high and looking messy. The Clerk will investigate and make sure it is cut before month end.
Village Hall Committee – there have been no minutes from the Village Hall Committee and it was reported that the Parish Council does not have a representative on the Village Hall Committee. The Clerk will liaise with the Village Hall Committee and report back at the next meeting.
C26/064 Playpark Committee Meeting
There was no report from the Playpark Committee.
C26/065 Newsletter/Events
The on-line forum that had been proposed by Cllr R Dawson (ELDC) has been trialled, but we have discovered some problems in the way the program behaves, and the project is on hold until the faults have been resolved by the developers.
Councillors all confirmed that they had received the latest LALC newsletter.

iii) To approve the use of Scribe accounting package
The Clerk/RFO presented a business case for using Scribe Accounts Package to keep more accurate accounts that would be electronic and backed up by Scribe so there could be no losses of paperwork. The Cllrs agreed unanimously that this was a good package with the initial set up cost of £199.00 and the monthly payment of £25.00 with cancellation at anytime as there is no minimum contract.
It was proposed that we have this package by Cllr A Redout and seconded by Cllr B Hornby.
It was RESOLVED that Hogsthorpe Parish Council sign up to Scribe Accounts Package with immediate effect and that the Clerk/RFO will implement this.
C26/067 Planning:
i) Planning Application 00792/26/FUL - Victoria Tavern Tavern Lane Hogsthorpe Lincolnshire PE24 5NF - Change of use of public house to form 1 no. dwelling (works commenced).
It was NOTED that pursuant to Minute C26/040, the Parish Council has submitted a formal objection to East Lindsey District Council on the grounds that this conflicts with the Local Plan on a number of points, and that the Victoria Tavern is a vital social hub and its loss would harm the social cohesion of the area.
It was also NOTED that pursuant to Minute C26/053, the Parish Council has also submitted a formal nomination to East Lindsey District Council for the listing of the Victoria Tavern, High Street, Hogsthorpe, as an Asset of Community Value under the provisions of the Localism Act 2011 and the Assets of Community Value (England) Regulations 2012.
It was reported that the landlord has been using the part of the premises that are designated as licenced premises as his personal lounge,
It was NOTED that there will be a meeting of ELDC’s Planning Committee at 18:00 on Wednesday 2 September, and RESOLVED that Cllr Redout be authorised to attend that meeting and speak in support of the Council’s objection.
C26/068 Date of next meeting
It was RESOLVED that the next Council meeting will be on Wednesday 2 September 2026 at 18:00, Hogsthorpe Village Hall.
The meeting concluded at 18:45
