Hogsthorpe Parish Council Meeting

Minutes of meeting held at 18:30 on Wednesday 3rd June 2026


Present: Cllrs M Poole, M West, A Redout and B Hornby.

Apologies: Cllrs E Smith and D Hanson

In attendance: Annie Maynard (Clerk/RFO), and twenty eight members of the public.

Absent : Cllr J Goldsmith

In the absence of the Chair of the Council, Cllr Hanson, and at her request, Cllr Poole took the Chair for this meeting.

 

Public Forum

A number of residents commented on the planning application relating to the Victoria Tavern. The Chair of the meeting informed them that this matter was due to be discussed at item 11 on the agenda, but agreed to bring it forward and allow the public to make their representations at that point.

Cllr Dawson (ELDC) reported that he has been working on a web-based public forum, where residents will have the opportunity to have their say on local matters, by voting on the statements shared by others with one of three options – agree, disagree, or pass. They can also add their own statements, which can either be fresh ideas or a statement that builds on something said by someone else. A member of the public raised concerns about data-mining, but it was confirmed that all comments were fully anonymous as there was no login required. It was noted that a link to the page will be added to the Hogsthorpe web page in due course.

C26/038. Apologies

C26/039. To receive Declarations of Interest under the Localism Act 2011

There were no additional Declarations of Interest.

 

C26/040. Planning:

i) Planning Application 00792/26/FUL - Victoria Tavern Tavern Lane Hogsthorpe Lincolnshire PE24 5NF - Change of use of public house to form 1 no. dwelling (works commenced).

Due to the large number of members of the public present for this item, the Chair brought the matter forward.

Several members of the public raised various concerns about this application, which were noted.

It was RESOLVED

 

1) To submit a formal objection to the plans to ELDC, on the grounds that this conflicts with the Local Plan on a number of points, and that the Victoria Tavern is a vital social hub and its loss would harm the social cohesion of the area>

2) To investigate the requests to nominate the Victoria Tavern as an Asset of Community Value under the provisions of the Localism Act 2011 and the Assets of Community Value (England) Regulations 2012, and to discuss this at a future meeting.

C26/043. Chair’s Report

The Clerk reported that the Chair had asked her to report that at the end of Thames Drive a fence has been erected blocking off the ‘cut through’ to the other streets which has been there for a long time. The Chair would like this matter investigated and if permission was granted to erect the fence and if so when and by whom. The Clerk will investigate this matter.


 

C26/044. Parish Councillors’ Reports and Matters Arising
 

Allotments – Cllr Hornby reported that the allotments are all full and being looked after satisfactorily. Mrs F Wilson has given the Clerk the allotment rent to pay into Barclays Bank.

Cemetery – The grass has been cut and strimmed but this is going all over the graves and people visiting their loved ones are having to brush the grass off the graves, the cut grass also sticks to the flowers and makes them unsightly. Also, the bin that was provided by Sid Dennis has disappeared and there is nowhere to put the rubbish and therefore rubbish is being left in the place where the bin used to be. The Clerk will investigate both matters and report back at the next meeting.


 

C26/045. Playpark Committee Meeting

Cllr M West reported that the playing field signs were due to arrive this week to go on the Main Road. Mr Ainsworth has a new post coming and will put in situ this week. The car boot sales are doing well and all pitches are sold.

It was RESOLVED that the next Council meeting will be on Wednesday 1 July 2026 at 18:00.
