Hogsthorpe Parish Council Meeting

Minutes of meeting held at 18:00 on Wednesday 22nd April 2026


 

Present: Cllrs D Hanson, E Smith and B Hornby.

In attendance: Annie Maynard (Clerk/RFO), Cllr R Dawson (ELDC) and eight members of the public.

Public Forum

There was a query regarding Mill Lane public footpath as it was reported that the gate is locked, restricting access.

A resident asked whether the Parish Council knew what was happening at the rear of the playing field as there was a lot of machinery there; the Parish Council was not aware of this.

Cllr Roger Dawson (ELDC) spoke about the local plan/government reorganisation of the county district. There are two different proposals for a unitary council, one proposed by Lincolnshire County Council that has Lincolnshire as a whole and one by ELDC whereby there are two unitary councils for North and South Lincolnshire; these matters are to be discussed and any details released in the next two to four weeks. The local plan was out of date in 2018 and this will begin again with ELDC but this will be a long process given all the changes occurring.

There is a leaflet by ELDC available for renters of property detailing new legal changes, for example no eviction notices for no reason, landlords are to abide by these rules.

There is an online survey on the adult learning and skills opportunity website: https://www.smartsurvey.co.uk/s/EmployabilitySkills25-28-SHD; for those wishing to take part.

Cllr Dawson is proposing to set up an on-line forum to help the local community become more involved with developments in the area. This would be a village online forum for residents to ask questions and share ideas and to have an evolving conversation. It would be anonymous. It is not live, as this is a suggestion for discussion. It is hoped that a QR code could be put on the end of agendas and advertised on noticeboards, Facebook or via business cards.

C26/003 To receive Declarations of Interest under the Localism Act 2011

Cllr E Smith would not be voting on item 5 of this agenda, due to a personal relationship with the candidate for co-option.


 


 

C26/004. To hear representations from candidates for Co-Option

Four candidates gave small presentations.


 

C26/005. To vote on candidates for Co-Option

It was unanimously RESOLVED to accept the four candidates to be co-opted onto Hogsthorpe Parish Council and each signed the Acceptance of Office Form and asked to join the Cllrs at the table:

Cllrs Matthew West, Adam Redout, Julie Goldsmith & Malcolm Poole.


 

C26/006. Approval of minutes of meeting 05 March 2026

It was RESOLVED that the minutes of 05 March 2026 be approved and signed.


 

C26/007. Chair’s Report

The Chair reported that the council had a good day on the litter pick with eight attendees and now we have more Councillors we would progress with more things for the village.


 

C26/008. Parish Councillors’ Reports and Matters Arising

There were none for this item.


 

C26/009. Playpark Committee Meeting

 

Cllr E Smith reported that the car boot was going well and that there may be trader pitches in future.

The equipment in the infant area of the playpark had been repaired and is due to be painted. Cllr Smith is waiting for a quote for the junior playpark swing frame.

MES Rural have cut back the trees near the kissing gate, changing rooms and CCTV area. They will remove the branches covering the light on the park near the pathway and Cllr Smith will ascertain whether the light works or not.

 

C26/010. Allotments

 

It was noted that the skip from Sid Dennis & Sons Ltd had been delivered today.


 

C26/011. Planters and Sign for Library

Cllr E Smith will source and order the sign for the library.

The planters will need to be re-ordered as the original company is no longer listing them. The Chair will liaise with the Clerk and order the planters.


 

C26/012. Newsletter/Events

A newsletter was sent out and distributed to all homes in Hogsthorpe by the Clerk.

The litter pick took place on Saturday 18 April meeting at the Village Hall at 11:00am and there were eight volunteers, it was a sunny day and refreshments and sandwiches were served afterwards. It was a success and another one will be arranged soon.

There is a “who does what” on the homepage of our website showing which council is responsible for what as we often get asked for things out of our remit.

There is also a poster on the home page of the website for those who need help with their heating costs.

C26/014. Speeding data

This item was deferred until the next meeting,

It was RESOLVED that Cllr E Smith will collect the equipment from Mr R Murray and this task will be taken on by Cllr A Redout.


 


 

C26/015. Planning

The following planning decisions made by ELDC were NOTED.

i) Planning Application 00282/26/FUL – Fair Acers South Ings Lane Slackholme End Hogsthorpe Lincolnshire PE24 5NS - Planning Permission – Extension and alterations to existing dwelling to provide additional living accommodation, erection of vehicular access gates and construction of a vehicular access. OBJECTION by PC was sent 19/03/2026.


 

C26/016. Nomination of Representative to attend a Community Liaison Meeting for Outer Dowsing Offshore Wind

It was RESOLVED that Cllr B Hornby will attend the above meeting on Wednesday 29th April, and report back to the following meeting.


 

C26/017. Date of next meeting

Wednesday 06 May is the Annual Parish Meeting 18:30-19:30, in the Village Hall Main Room, with refreshments and cake. Speaker Graham Coombes from National Coastwatch Institute.

The Annual Parish Council Meeting is Wednesday 14 May, at 17:30, followed by the usual Parish Council Meeting as below:

It was RESOLVED that the next Council meeting will be on Wednesday 14 May 2026 at 18:00.

C26/018. To resolve to move into closed session

It was RESOLVED to move into closed session.


 

C26/019. Clerk’s Contract

It was proposed that, using the NALC model contract, to issue the Clerk’s contract backdated to 08 September 2025, when the Clerk began employment.

It was unanimously RESOLVED that the contract be signed by the Chair on behalf of Hogsthorpe Parish Council and backdated to 08 September 2025 when the Clerk/RFO began employment.
