MINUTES OF MEETING OF HOGSTHORPE PLAYING FIELDS COMMITTEE
HELD ON Wednesday 09 September 2026
PP26/030. Present: Cllrs D Hansen, M West, M Poole, R Christie-Smith & Annie Maynard (Clerk) and Cllr Roger Dawson (ELDC).
PP26/031. Chair’s Welcome: The Chair welcomed everyone and thanked them for their attendance.
PP26/032 Apologies: Cllr E Smith
PP26/033. Declarations: To receive Declarations of Interest under the Localism Act 2011
None
PP26/034. Minutes of the meeting:
The Minutes of the meeting held on Wednesday 03 June were approved and signed by the Chair as a true and accurate record.
PP26/035. Finance:
Cllrs D Hansen, E Smith and Clerk met with Lloyds Bank, Skegness as the Clerk/RFO was still unable to access the bank account and statements were going to the previous Clerk’s address, this is now one year on from the present Clerk taking over and is not good enough. The bank representative made sure all the forms were filled out again and signed, they would make sure they were sent by post and email and that we would hear back in October.
It was NOTED that as the bank has not yet given access to their online system to the Proper Officer, the detailed breakdown could not be reported.

PP26/036. Car Boot report & Car Boot signs:
Cllr M West reported that all Car Boot signs were up and in use.
The dates for the Car Boot moving inside the Village Hall have been submitted and agreed.
A new sign has been ordered for the changing room and will be fitted when it arrives within the next two weeks.
PP26/037. Playpark – Bucket Swing repair, infants swing frame and other report on recent repairs:
Cllr E Smith sent a message confirming that the bucket swing and infant swing repairs had been completed.
PP26/038. Maintenance - progress update, electrician update, shed clearance update, dedicated handyman for park to consider:
Cllr M West has sourced an electrician and will complete any outstanding work by the next meeting.
Cllr M West reported that the shed had been cleared.
There is not enough money to have a dedicated handyman for the playpark, we will rely on volunteers throughout the winter and revisit this in the spring.
There will be grants available in the New Year and we will apply for as many as we are eligible for.
PP26/039. Report - update from inspection and PAT testing, lighting progress update:
Cllr M West will arrange PAT testing and lighting to be completed next week and forward the invoice to the RFO.
