MINUTES OF MEETING OF HOGSTHORPE PLAYING FIELDS COMMITTEE
HELD ON Wednesday 22nd April 2026
PP26/001. Present: Cllrs E Smith, D Hanson, Matthew West & Annie Maynard (Clerk) and one member of the public.
PP26/002. Apologies: None
PP26/003. Declarations: To receive Declarations of Interest under the Localism Act 2011
None
PP26/004. Minutes of the meeting: The Minutes of the meeting held on Wednesday 5th March 2026 were approved and signed by the Chair as a true and accurate record.
PP26/005. Finance: Hogsthorpe memorial recreation and playing field account for January, February & March 2026 were deferred until the next meeting due to not being able to access the account.
It was NOTED that as the bank have not yet given access to their online system to the Proper Officer, the detailed breakdown will be reported to the next meeting of this committee.
PP26/006. Car Boot report & Car Boot signs
It was NOTED that the Chair has had to re-order the car boot signs as the other company went into administration and is no longer trading. The Chair has ordered four direction signs, one for each end of the village, one at Three Ways and one for further along the road that leads to Mumby.
The Car Boot sales went well and there may be more stalls at the front of the Village Hall in the future, but this depends on parking and safety. The Chair will look into this option, and also the option of charging more for vans.
The Clerk will purchase and give a receipt book to the Chair for accurate recording of money taken for car boot stalls. The Clerk will ask the fruit seller from Chapel St Leonards if he could sell produce on Sundays at the Hogsthorpe Car Boot event.
The Chair now has a Booker’s cash and carry card to keep down the cost of buying supplies for the car boot, and their receipts will be itemised in line with HMRC regulations.
PP26/007. Playpark - Report on quotes for Repairs
The wood in the infant play area has been replaced and is waiting to be painted. The Chair is waiting for quotes for the junior play area repairs and will report back at the next meeting with any updates.
PP26/008. Maintenance - progress update on any matters outstanding
MES Rural have cut back the trees at the rear of the changing rooms, near the pathway, and near the CCTV, as the lens was obscured. They are also going to remove the branches on the tall tree that obscures the light near the pathway.
Mr. Greg Ainsworth reported the padlock on the gate was badly rusted and it was RESOLVED to let Cllr Smith purchase a new lock and Mr. West will fit it.
PP26/009. Report - update from inspection and PAT testing, lighting progress update
There has been no movement on this item and therefore the Clerk will source someone to PAT test and fit the new lights, Mrs. D Hanson will give the Clerk the keys for access.
