MINUTES OF THE HOGSTHORPE PARISH COUNCIL MEETING
HELD ON WEDNESDAY 5th MARCH 2025
Present: Cllrs Fran Wilson (Chairman) Diane Hanson, Chris Rolph, Bernadette Hornby, Ray Murray, Pauline Perry. Clerk: Kath Hayes

PUBLIC FORUM
Member of the public asked if anything could be done about the dog attacks in the village. This had been reported to the police but it appeared that nothing had been done. Cllr Rolph gave advice on how to take this forward with the police and said he would report it on behalf of the Parish Council.
Member of the public reported that workmen had turned up to take down the street light in Tavern Lane. She had stopped this. No communication had been made to the Parish Council.

3. APPROVAL OF NOTES OF MEETING
The Minutes of the Parish Council Meeting on 5th February 2025 were unanimously approved and signed by the Chairman.
4. CLERK’S REPORT
Of note for discussion were website update responsibility, litter picking day, playpark flier, spending on S106 money. Website update to be decided later, litter picking day agreed for Saturday 29th March to meet at 10 am the village hall – to be noted on facebooks and posters, playpark flier – see Agenda item 5v), S106 money to be spent on planters for each end of village and ‘welcome to Hogsthorpe’ signs and a village mini library – Chairman and Clerk to investigate. VE-80 posters and silhouettes had been purchased.
5. REPORTS FROM OUTSIDE BODIES
i. No County or District councillors present to report.
ii. Cllr Banks reported that a Village Hall had very spasmodic bookings.
iii. Cllr Banks reported Charity Farm tenants were happy with their properties and the allotments. Repairs to the road entrance would be carried out.
iv. Cllr Wilson reported for the Allotments – the last plot had now been taken. An allotment facebook page had been set up.
v. Playpark - The clerk reported on the meeting which had just taken place – separate minutes published. It was agreed that the proposed flier asking for volunteers would be circulated throughout the village and put on facebook.
6. CORRESPONDENCE -
Communication from The Great British Spring Clean. It was agreed to sign up for volunteers under ‘Hogsthorpe Community’ for littler picking day on 29th March.
Email from resident asking for a dog poo bin from Workhouse Corner to Langham Road – Clerk to contact ELDC to enquire what this entails. Clerk to also investigate possibility of litter bins. It was noted that litter bins and household waste bins could be used for the deposit of dog poo waste.
Email from Cllr Colin Davie to state that he would be carrying out a survey of the village roads on the 10th March at 11.00 am. Clerk asked councillors to email her with any particular problems and she would pass these on to the Cllr Davie.
7. FINANCIAL MATTERS
i) BACS payments were now in place. Requested by Clerk and authorised by Chairman.
ii) Payment of Accounts. Payment by BACS had been made to K Hayes for £389.98 repayment of purchase of VE day goods, £795.40 for salary and £231.39 to HMRC. Further payments were approved for payment by BACS to K Hayes £26 for homeworking allowance and £84.99 for repayment of Microsoft subs and £23.58 to Sid Dennis for waste collections. Cheques were also signed at the meeting £15 for Village Hall hire and £120.23 for what clerk calculated as underpayment to HMRC. Future BACS payments were agreed in order to clear before the year end of £231.39 to HMRC and £795.40 to K Hayes for March salary.
8. CHURCHYARD/CEMETERY MAINTENANCE
i) The notice board had been delivered and would be grounded by Rob Cooke. He would also cut down the gate.
ii) No reply had been received from request to BRAMM for help with a gravestone audit. Clerk to chase up again.
iii) The moles holes around the war memorial had been treated. Waiting to see if this works.
iv) The oak tree had not been moved and would have to wait now until next November.
v) Clerk has contacted Apha Memorials to get a quote for re-lettering of the war memorial. This had been provided at a cost of £750. This was agreed and clerk would contact them. Gravel around base required tidying up.
vi) The wood chippings against the front wall still need removing. Anyone who wishes to collect them can do so.
vii) Various other items on the report were to be completed when weather improves.
9) HIGHWAYS AND VILLAGE MAINTENANCE
Arrangements had been made with LCC to put up poles to take the speeding cameras
10) PLANNING
Notification of replacement power lines adjacent to Meadowcroft, South Ings Lane, Slackhome End – no objection.
Consultation from Planning Inspectorate on scoping opinion in relation to Ossian Off-shore wind farm – objection to be placed with ELDC.
A reply to the National Grid had been sent from LCC with regard to the Grimsby to Walpole stating that it does not accept the proposition of overhead cables and substations throughout the county. (Copy available from Clerk if requested).

Confirmation of Tom Hedges as speaker for Parish Community Meeting.

The next meeting was arranged for 6pm Wednesday 2nd April 2025.

CLOSED SESSION
Discussion took place on way forward for Community engagement in the playing field – agreed to circulate a flier to ask for help before any suggestions or decisions could be made on further facilities.
The use of the village hall was discussed.
Suggestions for S106 money – Agreed to planters, village sign and mini library.
There being no further business, the meeting closed at 8.00 p.m.
