MINUTES HOGSTHORPE PARISH COUNCIL

3RD FEBRUARY 2022

HELD AT THE VILLAGE HALL, HOGSTHORPE

 

Present:  John Midgley (Chairman)    Paul Smith (Vice Chairman)

                 Kay Bingham (Chairman of the Playing Field)

                 Mary Banks, Angela Stubbs, Amanda Green, Tim Smith

                 Valerie Worley (Clerk & RFO)   Maureen Clarke (Clerk WSM)

Also Present:    Four members of the general public

The Council was asked about the road sign for South End and the Chairman confirmed that this was being dealt with. The subject of the fast traffic speeding into Hogsthorpe was approached and the details from the speed machine that we have in place near the church in the High Street. This was being dealt with.  The Chairman was handed emails, one from Nicola Whitwham PCSO 2238 who assured Roy and Jen Lane that Ingoldmells Neighbourhood Policing team do carry out spot speed checks with the hand held radar gun.

There was also a note which stated that Paths on South End were overgrown on pavement.   The path on High Street is uneven and dangerous.

It was suggested that the Clerk will deal with this and email the

relevant authority who deals with this such as Fix my Street.

There was also a complaint of a ‘no through’ sign missing from Tavern Lane.

 

123.  The Chairman welcomed everyone and affirmed that he would

          like the council to work as a team and has expectations to solve

          more problems and be more professional in our approach.

124.  No absence of council.

125.  Notes of the last Parish Council Meeting held on 6th January

          2022 was approved as the minutes.

126.  There were no declarations of interest in accordance with the

          Requirements of the Localism Act 2011.

127.  The Chairman welcomed the new Clerk & RFO Valerie Worley

          as well as Clerk Maureen Clarke from Wainfleet St Mary, who              

          kindly attended in order to give training to our Clerk.

128.  Mary Banks reported that there were no problems at Charity

          Farm.  A meeting of Village Hall at the end of the month.

          Kay Bingham spoke of the Good Neighbours’ Scheme.  Coffee

          Mornings every Tuesday, starting on 8th February.  Car boot on

          Playing Field, starting in March.

129.  Financial Matters

          Payment of Accounts – These were agreed below:

  1.   Sid Dennis £79.84
  2.   Payment of Clerk’s training course £144.00
  3.  Payment of ICT equipment £610.98 £14.01 owed to Clerk

£596.97 already paid.

  1.  Payment of gift cards and other expenses.
  2. Payment of tree surgeon Lockwood Tree Care Services - £3865.00
  3. Stationery Clerk expenses £13.00
  4. Receipts – Burial fees £140.00

BACS payment £210.00

  1. LALC Payment £290.31

130.  Budget 2022/2023 was accepted by all present

131.  To extend public forum.  This was suggested to 30 minutes.

          The signatories on the HSBC Bank Account for Playing Field to be

          Valerie Worley (Clerk) Paul Smith (Vice Chairman) and Angela

          Stubbs (Councillor).

132.  It was suggested that the property ‘PONDEROSA’ at South End is

          subject to infill or over intensification. Four members of the

          Council voted to object to planning permission.

133.  It was suggested by Paul Smith that the Parish Council should

          buy a better- quality printer in order that we can print

          the Hogsthorpe Newsletter and leaflets etc., in a more cost

          effective way.  All council agreed that this was the best solution.

          Paul Smith advised that the Canon Maxify GX6050 was the make

          And model.  The cost would be £458.96.  It is an A4 printer.

134.   As it’s the Queen’s Jubilee this year it was suggested by the

          Chairman that we must celebrate in some manner.  Kay Bingham

          said that it was too late to close Thames Street for a Street Party. 

          she suggested ‘a party on the playing field’ where people could

          bring their own food and drink as there was so much space.  A

          suggestion was also the circus but Kay said this would cost too

          much money.

135.  The Chairman was asked to read a statement from Councillor

          Amanda Green as she wanted to reply to a letter which was read

          out in public forum.  Any comments to be sent by email to

136.  The Chairman read a statement from Councillor Tim Smith as he

          Also wanted to reply to a letter which had been read out in the

          Public forum.  Any comments to be sent by email to

          ClerkHPC@outlook.com

          Mary Banks asked the Chairman if she could show the statements to

          other people outside the meeting and she also said that the statements

          should be put on the website.  The Chairman replied that the statements

          should have no one veiwing them only the people who attended the meeting.

          It would not be published on the website as Amanda and Tim did not want 

          this.  They wanted the matter to be closed.

          The meeting closed at 8.30 with the Chairman thanking all for attending.

137.   The next meeting would be held on 3rd March 2022
