Hogsthorpe Parish Council Meeting

Minutes of meeting held at 18:00 on Thursday 5th March 2026


 

Present: Cllrs D Hanson, E Smith and B Hornby.

In attendance: Annie Maynard (Clerk/RFO), and five members of the public.


 

Public Forum

There was a query regarding Hill View and whether the side of the dyke had been thinned out – the clerk will look into this.

A resident asked whether Charity Farm (Mill Lane) was going to sell land for building, there are no plans for this and the charity have recently purchased more land themselves as per a member of the Charity Farm Committee.

A resident commented on how nice the Library looked and was pleased that it was being used by both children and adults, also that the Heritage Garden was looking lovely with the two new benches in situ and one with the plaque acknowledging Mr Blanchard as a valued member of the community being visible.


 

1. Election of Chair to run this meeting

Cllr Dianne Hanson will be Acting Chair until the May meeting when we will formally elect a Chair for the forthcoming year.

No Apologies were received, but resignations were received from Cllrs R Murray and P Perry.

Cllr E Smith would not be voting on item 6 of this agenda, due to a personal relationship with the candidate for co-option.

7. Approval of minutes of meeting 5 February 2026

It was RESOLVED that the minutes of 5 February 2026 be approved and signed.
 

8. Parish Councillors’ Reports and Matters Arising

The following queries were raised:

A request to purchase flowers for a recently resigned Cllr – the Clerk/RFO advised there was no purchasing power for this and suggested a collection be made, the Clerk and Chair will liaise about this.

Update on the new library – this is in place and being used.

Check on repair/repaint of village benches, including church yard – this is being done by our maintenance man and the weather has caused him to be behind.

Salt bins refilling – these are done in the winter by ELDC free of charge.

Gravestone audit and cemetery memorial area for cremations change of location – the clerk will carry out the cemetery audit when the weather improves as they are a member of ICCM. The change of location of cremations will be discussed with the Diocese of Lincoln later on in the year.
 

9. Playpark Committee Meeting

It was NOTED that the car boots will commence on 29 March, and there has been a good uptake of pitches.

It was noted that good report had been received concerning the Playpark Inspection and that Cllr E Smith is seeking alternative quotes.

It was further noted that MES Rural will provide a quote for tidying the trees.

 

10. Parish Council Meetings

RESOLVED that future meetings of the Council will be held at the Village Hall on Wednesdays.
 

11. Newsletter/Events

It was discussed and noted that the clerk will create a draft events newsletter to be distributed to the homes in Hogsthorpe.

It was RESOLVED that a litter pick would take place on Saturday 18 April meeting at about 10:00am and volunteers were needed we have 5 so far. The pickers, hoops and bags are at Mrs F Wilson’s house and she will bring them to the Village Hall. This would also be the date for the official opening of the Library and the Clerk will ask if the Skegness Standard will come along and print a small article.
 

12. To receive reports from outside bodies and other meetings

The Allotment Committee met recently and due to the excessive rain that we have had the ground is sodden and there was a problem with fly-tipping. The Parish Council RESOLVED to pay for the hire of a skip. Mrs F Wilson was to organise this and liaise with the Clerk.

Hogsthorpe Charity met on Monday 2 March. They have no plans to sell any land and have purchased another piece of land.

The following planning decisions made by ELDC were NOTED.

i) Planning Application 03569/25/FUL - Land at Howlett House South Ings Lane Slackholme End Hogsthorpe Lincolnshire PE24 5NS - Planning Permission - Erection of 2 no. livestock buildings for cattle and associated infrastructure and construction of an attenuation basin. APPROVED.

ii) Planning Application 03805/25/FUL - Rosebay Maiden Lane Hogsthorpe Lincolnshire PE24 5QH - Planning Permission - Erection of 3no. dwellings and alterations to vehicular accesses. Existing static caravans and associated outbuildings to be removed. APPROVED.
