MINUTES OF THE HOGSTHORPE PARISH COUNCIL AGM MEETING
HELD ON WEDNESDAY 7th MAY 2024
Present: Councillors Fran Wilson, Chris Rolph, Ellen Smith, Diane Hanson, Bernadette Hornby, Ray Wilson, Pauline Perry. Clerk: K Hayes
PUBLIC FORUM
There was no public forum as any business would be brought up at the APCM at 7 pm
1. APOLOGIES – Cllr Mary Banks
2. CONFIRMATION OF COUNCILLORS
All Councillors present agreed to stand again. Cllr Banks would be contacted by the Clerk to get her assurance to stand again.
3. APPOINTMENT OF CHAIRMAN / VICE CHAIRMAN.
It was unanimously agreed that Cllr Wilson would take the position of Chairman for the coming year.
4. APPOINTMENT OF VICE CHAIRMAN
Cllr Hanson was willing to take the position of Vice Chairman – unanimously agreed.
5. APPROVAL OF NOTES OF MEETING
The Minutes of the meeting of the 2nd April 2025 were unanimously approved and signed by the Chairman.
6. CLERK’S REPORT
The clerk read out her report (copy enclosed). Of note:-
Cemetery matters - The gate and post has now been removed. The second part of the cemetery management course had been cancelled. The clerk has met with the person requesting a memorial without an interment and agreed what the fixings should be. This will be placed under a tree where no burial can take place due to tree roots. The notice board has, as yet, not been installed. The refurbishment of the notice board will be undertaken by Cllr Wilson.
Village Issues – 10 people had turned up for the littler picking day. This was now much better than the previous one where 10 bags of litter had been collected. It was agreed to hold a litter picking day monthly – next one being arranged for Saturday 7th June, 10.30 at the Village Hall. Equipment will be kept in the shed at the back of the changing rooms.
7. INTERNAL AUDIT REPORT
The internal audit distributed at the meeting was agreed. All accounting procedures had been followed and there were no issues of concern.
8. INSURANCE
It was agreed to continue with the Community Renewal quote from AJG at an annual premium of £1018.52. It was agreed that in order to ensure rate stability, this would be committed to a 3 year agreement. Clerk to confirm.
9. FINANCIAL MATTERS
i) The AGAR documentation, Certificate of Exemption, and Elector’s Rights had been published on the web site and notice board.
ii) It was confirmed that the first half of the precept in the amount of £6213 had been received. A further £788.96 was to be repaid from the playpark account.
iii) BACS payments in April were approved for £531.50 to K Hayes for salary, £169.89 to HMRC, £127.34 to K Hayes for homeworking allowance, litter picking equipment postage and stationery, £15 to Village hall for room hire, £12.85 to Sid Dennis for bin emptying, £45 to Jen Cooper for annual internal audit and £288 to J H Traves for Playpark grasscutting, £729.98 to S P Groom on behalf of the Playpark. In addition, cheque payment of £15 to Village Hall.
BACS payments in May were agreed at £25.80 to Sid Dennis for waste collection, £550 to R Aldridge for village grasscutting, £531.50 to K Hayes for Salary, £169.89 to HMRC, £1018.52 to Gallagher for insurance, and £122.24 to F Wilson for VE Day items, and a cheque payment of £15 to Village Hall.
10. DATE OF NEXT MEETING
The next meeting would be at 6.00 p.m. on the 4th June 2025 to commence with Public Forum prior to the start of the meeting.
11. ANY OTHER BUSINESS
None
A vote of thanks was given to Colin Davie for all the work he had put in over the last few years as a Councillor for Lincolnshire County Council. He has been very supportive of the Hogsthorpe village.
