Hogsthorpe Parish Council Meeting
Minutes of meeting held at 18:00 on Thursday 5th February 2026
Present: Cllrs B Hornby (Chair), P Perry and R Murray.
In attendance: Annie Maynard (Clerk/RFO) and Mr M West.
Public Forum
Five members of the public attended the meeting. There were no comments.
Prior to the meeting starting the written resignation was received from the Chair. The Vice Chair then resigned and would write out their resignation whilst sitting in the public area as they did not want to continue being a Cllr if their friend and colleague was not Chair.
Cllr B Hornby agreed to Chair this meeting.

Apologies were received and accepted from Cllr E Smith.

5. Approval of minutes of meeting 4 December 2025
It was RESOLVED that the minutes of 8 January 2026 be approved and signed.

There were no reports.

The Clerk reported that this has been completed.

11. Churchyard/cemetery maintenance update

Church Path
It was NOTED that the previous Chair had received quotes from MES Rural with the best price being £7300 and this is something to consider for the future as there is now an idea of cost. Further discussion and more quotes will be needed next financial year.

12. Highways and Village maintenance updates:

Update on S106 spending
It was RESOLVED that the Little Library and slabs plus benches were being built and sited by Matthew Sparkes T/A MES Rural next week at a cost of £270.00, this was a reasonable quote as many firms round and about do not want to take on small jobs and we were lucky to find this tradesman.

Silver birch trees overhanging the Heritage Garden
It was NOTED that the Clerk will follow up with the owner of the trees and give a deadline for this to be done as the mess is quite considerable.
13 Speeding data
Cllr R Murray reported that the speeding data was identical to last month with 85% abiding by the rules on High Street and 90% abiding by the rules on South End.

Planning Application 03569/25/FUL - Land At Howlett House South Ings Lane Slackholme End Hogsthorpe Lincolnshire PE24 5NS - Planning Permission - Erection of 2 no. livestock buildings for cattle and associated infrastructure and construction of an attenuation basin. On-Going.

Planning Application 03805/25/FUL - Rosebay Maiden Lane Hogsthorpe Lincolnshire PE24 5QH - Planning Permission - Erection of 3no. dwellings and alterations to vehicular accesses. Existing static caravans and associated outbuildings to be removed. To object with the same reasons as previously recorded. On-Going.

Planning Application 03787/25/ABT - Telecommunications Mast At Sewage Works Mill Lane Hogsthorpe Lincolnshire - Determination of whether or not Prior Approval is required for the siting and appearance of 1no. proposed 20m monopole and associated ancillary works. No objections. On-Going.

It was RESOLVED that the next meeting will be on Thursday 5 March 2026 at 18:00.

A request was made for the Clerk to investigate getting dog poo signage as this is a problem all over the village.
